When you wish to graduate from the Academy and meet the minimum requirements, post here to take the Genin Acceptance Exam.
This Exam is to ensure that you are "Battle Ready"
You will fight a Jounin NPC (controlled by one of the Judges) who will test your skills in combat situations. You do not have to win the fight to pass, but if the examiner declares that you are not fit to be a Genin yet, then you will be sent back to the Academy.
If you are sent back to the Academy, you can still learn your Unique Jutsu/Kekkai Genkai at this point. When you feel that you are ready to try again, you can take the test again.
Some people will be good enough in RP to pass the exam first try with the bare minimum requirements. Others may not and may require to be a bit stronger before having the skill necessary to be a Genin.
Remember, once you are a true Ninja, you will be thrown into combat situations often. This Exam is to help prevent unnecessary deaths and prepare Graduates for the battlefield.
